DOE will also examine the effects on manufacturers and will use a modified industry cash flow model that is modified to fit this particular product in order to estimate manufacturing NPV. Finally, DOE will consider the potential impact on small business manufacturers and other subgroups of manufacturers to determine if they could be disproportionately affected by these proposals.
